Kirinyaga Governor Anne Waiguru has identified money and political machinery as two key factors she believes will shape President William Ruto’s re-election campaign ahead of the 2027 General Election.

Speaking during an interview on Citizen TV on Sunday, October 18, 2026, Waiguru compared Ruto’s political mobilisation capabilities with those of opposition leaders seeking to challenge him for the presidency.

Waiguru argued that winning a presidential election requires more than attracting large crowds to political rallies. She pointed to the importance of financial resources and the ability to bring elected leaders together behind a presidential candidate.

1. Money to Finance a Presidential Campaign

Waiguru identified money as one of the resources she believes presidential candidates need to compete effectively in a national election.

The Kirinyaga governor argued that aspiring presidents must have the financial capacity to support their political ambitions and organise campaigns across the country.

She used Ruto’s political journey as an example, suggesting that candidates who lack comparable resources could struggle to compete against an established political figure.

Her remarks come as political leaders begin positioning themselves and negotiating alliances ahead of the 2027 presidential contest.

However, Waiguru’s comments represent her assessment of what it takes to mount a presidential campaign; they do not independently establish how much money any candidate will spend in 2027.

2. Political Machinery and Support From MPs

The second factor Waiguru highlighted was political machinery, particularly the ability to mobilise elected leaders and build a broad political network.

She recalled how Ruto, while serving as deputy president, managed to convince more than 100 Members of Parliament to support his presidential ambitions.

“Ruto, when he was still DP, convinced over 100 MPs to go with him and help him with the presidency,” Waiguru said, according to TUKO.co.ke.

She added: “Ruto has the money and the machinery, so if you don’t have it, what are you doing running for president?”

Waiguru’s argument is that presidential candidates need organised political support, influential allies and the ability to coordinate campaigns beyond their traditional strongholds.

Waiguru Questions Opposition Leaders’ 2027 Strategy

The governor also expressed doubts about the opposition’s ability to unite behind a single presidential candidate.

She identified Wiper Patriotic Front leader Kalonzo Musyoka as the most likely opposition candidate, but questioned whether he could defeat Ruto.

Other potential challengers mentioned in the report include Nairobi Senator Edwin Sifuna, former Interior Cabinet Secretary Fred Matiang’i, former Deputy President Rigathi Gachagua and former presidential candidate Martha Karua.

Waiguru argued that competing presidential ambitions could divide opposition supporters if the leaders fail to agree on a common candidate.

She also questioned Sifuna’s readiness to run for president in 2027, although she acknowledged that the Nairobi senator could have a political future beyond the next election.
